How we read it: The privacy policy itself does not answer this; it points three times to a separate Model Training Privacy Notice, and its own summary — Cohere "does not intentionally collect personal information for training purposes" — speaks to intent at collection rather than use. The notice is the document that resolves it, and it does so twice over: in most cases Cohere says it has no access to inputs at all, because customers run its models in their own environments; and where it does use inputs, that rests on permission having been given. Cohere also states its models are not for direct consumer use, so an ordinary personal account is not really the product here.
