How we read it: For an AI coding assistant, User Content is what a developer is writing, which for professional users is their employer's source code and often somebody else's confidential material. The clause is qualified, but not by a control: training applies "depending on the terms that apply to your use of the Services", so which terms govern decides the answer and the privacy policy does not say which those are or where to read them.
